The Altherian Council is the governing body of Altheria, and the final arbiter
of all political and legal matters. The Council is composed of one
representative from each sanctioned guild, usually the Guildmaster, although
some guilds elect to send lower-level representatives.

The Council is led by the Chancellor, who is the most powerful person in the
city. The Chancellor-ship rotates among the sanctioned guilds every six months
with each guild getting a turn before the cycle repeats.
