The Altherian Council is the governing body of Altheria, and the final arbiter
of all political and legal matters. The Council is composed of one
representative from each sanctioned guild, usually the Guildmaster, although
some guilds elect to send lower-level representatives.

The Council was intended to be led by a Chancellor, who would have been the most
powerful person in the city. However, given that the Archmage of Sigilkeep has
been the undisputed most powerful individual in Altheria since the miracle of
the Barrier, the idea of rotating the Chancellorship never truly developed
beyond an ideal. In the end, the City Council chose to elect a leader every
cycle, from amongst all the representatives. The First Historian, Kellen, is
repeatedly elected despite his best efforts, and has thus become the de facto
leader of the City Council.
